Canada declares Khalistan movement legitimate, accuses India as oppressor

OTTAWA :  A newly released 2025 report from the Canadian Security Intelligence Service (CSIS) has described the Khalistan movement as a legitimate political activity in Canada, while naming India among the top foreign interventionist countries.

 

According to Canadian media citing the intelligence report, India has attempted to influence Canadian politicians, journalists, and Indo-Canadians through clandestine relationships. The report alleges that New Delhi has employed surveillance and coercive tactics to suppress criticism and instil fear within diaspora communities.

 

The CSIS assessment states that some Canadian citizens peacefully campaign in legitimate support of the Khalistan separatist movement, and that non-violent advocacy for Khalistan is not considered terrorism under Canadian law. It adds that Canada should remain vigilant against what it terms “international repression” targeting Khalistan supporters.

 

The intelligence report also reveals that threats facing Canada include international criminal organizations, cartels, and Indian-backed Bishnoi gangs. “India has been portraying itself as a victim of terrorism for years, but now it is itself under accusations of foreign interference,” the report notes.

 

Political observers say the CSIS findings raise questions about the Indian narrative surrounding the ongoing diplomatic rift. They suggest that the India-Canada tension is not merely a political issue but a matter of intelligence and security, pointing to allegations that India has been secretly trying to influence Canadian politicians, journalists, and the Sikh community.
