MQM-Pakistan senior leader and Federal Health Minister Mustafa Kamal has called for administrative restructuring in Pakistan, arguing that smaller administrative units are necessary to ensure that state resources and authority reach citizens at their doorsteps.
He made the remarks while addressing a public outreach campaign for the creation of new administrative units in Korangi Town.
Kamal said the existing system of governance could no longer effectively address the problems faced by ordinary citizens and called for a restructuring of the country’s administrative framework.
Kamal alleged that provincial governments had misused the powers and resources transferred to them following the 18th Constitutional Amendment over the past 18 years.
He linked what he described as governance failures to growing unrest and instability in parts of the country, saying that the existing administrative structure had failed to adequately respond to the needs of citizens.
Call for Smaller Administrative Units
In this regard, the criticising the current system of government, Kamal argued that Pakistan could not continue to be governed under the same structure.
He said the creation of smaller administrative units had become necessary to improve governance, accountability and the delivery of public services.
He maintained that greater administrative decentralisation could help ensure that resources and decision-making powers reached local communities more effectively.
Kamal also mentioned several problems facing Karachi, including deaths caused by dog attacks, open drains and traffic-related incidents.
He further referred to concerns over healthcare safety and the spread of diseases, as well as street crime and mobile-phone snatching incidents in which young people have lost their lives.
He said Karachi’s youth were also facing limited employment opportunities and alleged that urban quotas were being undermined through what he described as fraudulent domiciles.

Kamal criticised the Sindh government over employment opportunities for Karachi’s youth, claiming that limited options had left many young people dependent on low-income delivery and gig-economy work.
