16-year-olds can now legally ride motorcycles: What Pakistan’s new Juvenile Driving Permit means for young riders

RAWALPINDI: The authorities have officially launched the Juvenile Driving Permit for boys and girls aged 16 years, allowing eligible teenagers to legally ride motorcycles under a regulated framework aimed at promoting road safety and traffic discipline.

In this regard, the new permit will be issued only after obtaining parental or guardian consent. Applicants will be required to provide a Smart National Identity Card for Minors or a B-Form as part of the registration process.

The Chief Traffic Officer (CTO) Farhan Aslam stated that the Juvenile Driving Permit is specifically designed for motorcycle use and will allow holders to operate motorcycles and scooters with engine capacities of up to 125cc.

The initiative is intended to provide young riders with legal access to driving while ensuring that they are properly trained and aware of traffic regulations.

The traffic spokesperson further explained that applicants must successfully complete both a sign test and a road test before receiving the permit. Candidates who pass the required examinations will be issued their driving permits on the spot, streamlining the process and encouraging compliance with licensing requirements.

Meanwhile, officials have set the annual permit fee at Rs500 and Rs1,000 under the applicable categories.

CTO Farhan Aslam focused on that wearing a helmet while riding will be mandatory for all permit holders. He noted that strict enforcement measures will accompany the initiative to ensure the safety of young drivers and other road users.

He also warned that the Juvenile Driving Permit could be cancelled in cases involving serious or repeated traffic violations. The policy has been introduced as part of broader efforts to encourage responsible driving habits among young people and strengthen adherence to traffic laws.

Traffic officials said the initiative is expected to contribute to a reduction in road accidents involving underage riders while improving overall traffic management.
