ISLAMABAD: The Home Department of the Government of Azad Jammu and Kashmir (AJK) has formally initiated legal proceedings against Shaukat Nawaz Mir and Khawaja Mehran Arshad over allegations of sedition, treason, and anti-state activities.
The AJK government has ordered a formal inquiry into Shaukat Nawaz Mir’s speeches, writings, publications, and electronic communications to determine if they constitute an offense under Section 124-A of the AJK Penal Code. According to the Home Department, a preliminary review of the available records and materials indicates that the allegations warrant a deeper, lawful investigation.
Under Section 196 of the Code of Criminal Procedure (CrPC), the Home Department has directed the respective District Police Chiefs to complete the investigation and submit the formal challan (charge sheet) to the relevant courts. Specifically:
- SSP Muzaffarabad has been tasked with finalizing the investigation against Shaukat Nawaz Mir.
- SSP Mirpur has been directed to conclude the probe against Khawaja Mehran Arshad.
The state’s move follows a leaked audio call on June 6—which was broadcast by multiple national media outlets—wherein Shaukat Nawaz Mir and Khawaja Mehran Arshad were allegedly planning subversive activities, sieges, and violent confrontations against state institutions in Rawalakot.
Sources reveal that the investigation gained significant momentum due to the striking similarities between the plans discussed in the leaked audio and the violent incidents that subsequently unfolded in Rawalakot. Investigative agencies are currently conducting a detailed analysis to map out the connections between the alleged planning, incitement, coordination, and the subsequent unrest.
The scope of the investigation comprehensively covers all aspects of attacks on state institutions, destruction of public property, disruption of public order, and incitement to violence.
Government sources have firmly stated that all elements involved in planning, abetting, or encouraging violent activities will be held strictly accountable under the law.
