CDA Recovers State Land Worth Billions in Anti-Encroachment Drive in Noorpur Shahan

ISLAMABAD: The Capital Development Authority (Capital Development Authority) has carried out a large-scale anti-encroachment operation in Noorpur Shahan and recovered state land worth billions of rupees, officials said on Friday.

Authorities said the operation ended decades of illegal occupation and commercial exploitation on state property. They said the recovered land formed part of a long-disputed encroachment belt in the area.

Officials said they retrieved around 300 acres from a total 600-acre encroached zone. They identified more than 3,500 illegal structures and initiated action under relevant laws.

They said the land was originally acquired between 1961 and 1964. They added that the state paid full compensation at the time, including cash and alternate land, which settled all ownership claims.

Officials cited a 2011 Supreme Court suo motu case, saying it confirmed that legally acquired land vests fully with the state. They said no legal concessions apply to encroachers.

The CDA said it followed due process throughout the operation. It said authorities invited claims, conducted hearings, and issued a speaking order on January 19, 2026. It added that no appeals were filed.

Officials said the operation ran from November 2025 to April 2026. They said authorities issued prior notices and gave residents time to remove belongings, including structures, before enforcement began.

They added that many occupants removed materials voluntarily before machinery arrived. They described the process as phased and pre-notified.

Authorities said some encroachers had illegally sold, rented, and commercially used the land. They said law enforcement agencies have registered FIRs against those involved.

Officials clarified that Model Village, established in 1985, remained untouched. They said the action targeted only illegal encroachments outside its notified boundary.

The CDA conducted the operation in coordination with the Islamabad Capital Territory (ICT) Administration and Islamabad Police. Officials said the objective was to restore state authority and protect public assets.

They warned that illegal land grabbing and parallel property markets would not be tolerated. They said the state would continue enforcing the rule of law.
