ISLAMABAD: The federal government has allocated Rs2.478 billion for four ongoing projects under the Climate Change and Environmental Coordination Division in the Public Sector Development Programme (PSDP) 2026-27, aiming to enhance climate resilience, promote green entrepreneurship, strengthen institutional capacity, and support sustainable urban planning.
According to the PSDP 2026-27 released on Friday, the largest share of the allocation—Rs2.336 billion—has been earmarked for the revised Up-scaling of Green Pakistan Programme, which carries a total approved cost of Rs122.147 billion.
The project was approved by the Executive Committee of the National Economic Council (ECNEC) on August 7, 2025. By June 30, 2026, expenditure on the scheme is projected to reach Rs34.964 billion, while its remaining financial liability, or throw-forward, stands at Rs41.358 billion.
The government has also allocated Rs40.661 million for the revised Strengthening Technical Capacities of the Ministry of Climate Change and Environmental Coordination (STC-MoCC&EC) project. Approved by the Departmental Development Working Party (DDWP) on June 13, 2025, the project has a total cost of Rs916.028 million. Estimated spending by June 2026 is Rs58.605 million, leaving a throw-forward liability of Rs857.423 million.
In addition, Rs51.6 million has been allocated for the Green Skills for Sustainable Development: Promoting Green Entrepreneurship and Innovation in Pakistan initiative. The DDWP-approved project has a total cost of Rs450 million and has yet to incur any expenditure, meaning the full amount remains as future liability.
Meanwhile, Rs50 million has been earmarked for the formulation of a National Urban Strategy and Guidelines aimed at reducing the impacts of urban flooding, droughts and other climate-related disasters, while integrating climate and disaster risk considerations into spatial planning across Pakistan.
The project, approved by the Central Development Working Party (CDWP) in April 2025, has a total cost of Rs106.401 million, with full expenditure expected by June 30, 2026.
Overall, the Climate Change and Environmental Coordination Division’s ongoing development portfolio has a total approved cost of Rs123.619 billion. Estimated expenditure by June 2026 stands at Rs35.023 billion, while outstanding liabilities amount to Rs42.771 billion. Under PSDP 2026-27, the government has allocated a total of Rs2.478 billion for the four ongoing schemes.
