UNITED NATIONS: UN experts have released a report on May 7 after investigating India’s military action inside Pakistani territory. The report described India’s actions as illegal and a serious violation of Pakistan’s sovereignty.
The UN experts urged that those responsible for the attack be held accountable. They warned that such actions could trigger a larger conflict in the future.
According to the report, India targeted populated areas, damaging several mosques and causing civilian casualties. Multiple people were killed or injured.
The experts noted that India used force inside Pakistan without formally notifying the UN Security Council, violating the UN Charter. They added that India’s claims linking Pakistan to the Pulwama incident lack solid evidence.
The report emphasized that unilateral military action under the pretext of counterterrorism has no legal basis. Experts said that illegal use of force could amount to a violation of the right to life.
Pakistan condemned India’s actions on May 7 and informed the UN Security Council that it reserves the right to self-defense. The UN report stated that if India’s actions are treated as an attack, Pakistan has the legal right to protect itself.
In a separate report, UN experts also criticized India for failing to implement the Indus Waters Treaty in good faith and for ignoring human rights obligations. They highlighted the risk of harm to civilians caused by water disruptions and called on India to prevent further violations.
The UN special rapporteurs sent India a questionnaire, asking:
- Does India have evidence for alleged treaty violations?
- Will India take responsibility for harm to human life?
- Will India fully comply with all treaty provisions?
- Will India take steps toward a peaceful resolution of the Jammu and Kashmir dispute?
The experts required India to respond within 60 days. Responses were to be published online and presented to the UN Human Rights Council.
However, the UN report said India failed to provide clear answers regarding transparency and human rights concerns. The experts released their findings despite India’s non-response.
The report urged India to respect Pakistan’s fundamental human rights and ensure good-faith compliance with the Indus Waters Treaty.
