ISLAMABAD: Deputy Prime Minister Ishaq Dar said Saturday that Pakistan was prepared to launch a military operation in Afghanistan when Qatar and Turkiye stepped in to mediate.
“They were likely aware of our planned operation and were in contact with me hourly to facilitate mediation,” Dar said. He added that the mediators withdrew after the Taliban refused to soften their stance.
Dar told a press conference that no power in the world can halt Pakistan’s progress. He highlighted his recent visits to Moscow, Brussels, and Bahrain to strengthen regional ties.
He stressed that peace in Afghanistan is vital for regional stability. Pakistan will not allow Afghan territory to be used against its security. Dar said Pakistan continues to support the dignified return of Afghan refugees and the country’s development.
Moscow Visit and SCO Meetings
Dar represented Pakistan at the Shanghai Cooperation Organization (SCO) and Heads of Government meetings in Moscow on behalf of Prime Minister Shehbaz Sharif.
Pakistan proposed initiatives on poverty alleviation, regional trade, energy, transport, logistics, infrastructure, humanitarian aid, and cultural cooperation. The country also advocated local-currency bilateral trade and supported the creation of an SCO Development Bank, Development Fund, and Investment Fund. The meetings ended with 11 approved decisions and a joint declaration outlining future economic strategies.
Dar also met Russian President Vladimir Putin, Chinese Premier Li Qiang, the Prime Ministers of Tajikistan and Uzbekistan, India’s Foreign Minister, Qatar’s Foreign Minister, and the President of the European Council. Talks covered regional security, Afghanistan, Gaza, local-currency trade, and regional cooperation.
Counterterrorism and National Resolve
Dar described terrorism as a major threat. He said Pakistan achieved major progress from 2012-2018 but has lost over 4,000 security personnel and more than 20,000 were injured from 2021-2025.
He affirmed that the government, under Prime Minister Sharif, and Army Chief Field Marshal Asim Munir, is committed to eliminating terrorism. “There is no space in Pakistan for elements that threaten national security,” he said.
Quranic Ethics and Human Responsibility
Dar highlighted the Quran as a guide for peace, humanity, and brotherhood. “Saving one life is saving all of humanity; taking a life is like killing all humanity,” he said. He urged people to follow the Quran, not just read its translation.

He concluded by thanking all delegates, OIC officials, and organizers. Dar prayed that the event promotes Muslim unity, spiritual growth, and blessings for Pakistan.
