QUETTA: The Deputy Commissioner of Hub district in Balochistan and the Additional Deputy Commissioner have been suspended for 90 days on charges of issuing domicile certificates to non-local individuals.
Chief Secretary Balochistan, Shakeel Qadir Khan, suspended Deputy Commissioner Hub Nisar Ahmed Lango and Additional Deputy Commissioner (General) Hub Ali Raza Khoso under Section 6 of the BEDA Act 2011, after a high-powered committee’s fact-finding report confirmed the allegations.
The officers were accused of issuing over 200 domicile certificates to non-residents with forged signatures of the local verification committee.
According to the inquiry report, out of 422 local certificates examined, 113 were found to be fake or illegal, while out of 409 domicile certificates, 309 were declared unlawful.
Most of the fake certificates had been issued to individuals from Punjab, Khyber Pakhtunkhwa, and other districts of Balochistan.
A domicile certificate in Pakistan is issued to individuals who are permanent residents of a specific district or province.
To qualify, the applicant must demonstrate long-term residency in the area, usually through family residence, housing records, or continuous stay documented by school certificates, utility bills, or rent and ownership papers.
A valid CNIC or B-Form is required, along with an affidavit declaring permanent residency and confirming that the applicant does not hold another domicile elsewhere.
Applications are verified by local authorities or a scrutiny committee to ensure authenticity.
Only one domicile is legally permitted, and holding or issuing more than one is considered illegal.
