Senate Approves 27th Constitutional Amendment, redefines top military command structure

ISLAMABAD: The Senate of Pakistan approved the 27th Constitutional Amendment Bill, introducing important changes to the country’s top military command and related constitutional provisions under Article 243, clauses 4 and 7.

The amendment replaces the title of the Chief of Army Staff (COAS) with Commander of the Defence Forces.

In this sense, under the revised Article 243, the President of Pakistan, acting on the Prime Minister’s advice, will appoint the Commander of the Defence Forces, similar to the appointments of the Air Chief and Naval Chief.

In addition, the amendment also stipulates that the post of the Chairman Joint Chiefs of Staff Committee will be abolished effective November 27, 2025.

This change indicates a structural shift in the country’s defence leadership, centralizing command authority under the newly designated Commander of the Defence Forces.

Furthermore, the Prime Minister, upon the recommendation of the Commander of the Defence Forces, will appoint the Commander of the National Strategic Command.

This position will be held by a senior member of the Pakistan Army, with pay and allowances determined by the federal government.

Moreover, the amendment also introduces provisions for the promotion of senior military officers to the ranks of Field Marshal, Air Marshal, or Admiral Chief.

Those elevated to these ranks will retain their uniforms and privileges for life and will be regarded as national heroes. As per the Amendment, these officers cannot be removed from their positions without due process under Article 47 of the Constitution.

Additionally, the federal government will define the roles and responsibilities of Field Marshals, Air Marshals, and Admiral Chiefs.

The amendment further grants legal immunity to the Field Marshal under Article 248, offering protection similar to that afforded to the President and Prime Minister.

The approval of the 27th Amendment represents one of the most notable reforms in Pakistan’s defence and constitutional framework in recent years. It formalizes new titles, redistributes command authority, and provides lifetime recognition for the country’s top military leaders.
