ISLMABAD: According to a statement issued by the Presidency, the new legislation is aimed at enhancing the capacity of security agencies to combat terrorism.
The statement added that the law ensures transparency and accountability, with a three-year sunset clause limiting its duration.
The Presidency further noted that the bill introduces judicial oversight and protective measures, marking an important step in addressing Pakistan’s security challenges.
As per the bill’s text, no individual can be detained without solid evidence, and any detention beyond three months will require valid justification.
The amendment modifies Section 11E (sub-section 1), granting the armed forces and civil armed forces the authority to keep suspects in preventive detention for up to three months.
Detention will be permitted in cases concerning national security, defense, public order, kidnapping for ransom, and target killings.
The amendment also specifies that detention periods may be extended under Article 10 of the Constitution, with investigations to be carried out by a joint investigation team (JIT).
