Pakistan to begin deporting Afghan nationals holding PoR cards from September 1

ISLAMABAD:  Pakistan will begin deporting Afghan nationals holding Proof of Registration (PoR) cards starting September 1, 2025.

According to Interior Ministry notification, the voluntary return of PoR holders will begin immediately, while the remaining individuals will be repatriated in phases starting September

Official sources confirmed that the decision was taken during a high-level meeting, citing security concerns and growing pressure on the country’s resources.

Notification further said the repatriation of Afghan Citizen Card (ACC) holders will continue in accordance with the previously announced Integrated Foreigners Repatriation Plan (IFRP).

Pakistan’s Foreign Ministry will coordinate with international organizations, including the Afghan interim government and UNHCR, to ensure an organized return process of Afghan refugees.

Moreover, the Ministry of Kashmir Affairs, Gilgit-Baltistan, and SAFRON will share complete data of PoR holders with relevant provincial and district committees.

NADRA will handle the cancellation of registrations at transit areas and border terminals, while the Federal Investigation Agency (FIA) will facilitate the process at designated border crossing points.

All provincial governments and concerned agencies have been directed to conduct comprehensive mapping of PoR holders and submit provincial action plans to the Ministry of Interior.

Daily progress on repatriations will be monitored through the Foreign National Security Dashboard (FNSD). All relevant stakeholders have been asked to share updated contact details of their focal persons with the Ministry of Interior. For coordination, the ministry has appointed the Section Officer Security as the official focal person.
