KP ulema strongly reject Afghan cleric's Jihad call

PESHAWAR: The contentious statement attributed to Maulana Muhammad Naseem Haqqani, a member of Afghanistan’s Ministry for the Promotion of Virtue and Prevention of Vice, has prompted strong and unified condemnation from religious scholars in Pakistan’s Khyber Pakhtunkhwa province.

There are some reports circulating on social media, Maulana Naseem Haqqani described Pakistan’s democratic system and some state institutions as “un-Islamic” and urged that jihad against them is a religious obligation.

In this regard, leaders of the province’s ulema characterised the statements as deeply troubling and contrary to the core teachings of Islam.

So far, in a collective statement, they asked the Afghan cleric to re-examine the Qur’an and authentic hadith before issuing such public pronouncements.

The scholars said religious guidance must be rooted in careful learning and not inflammatory rhetoric.

Furthermore, the clerics rejected the notion that Muslims living in Pakistan could be treated as non-believers, stressing that jihad, in classical Islamic jurisprudence, applies under specific conditions and is not a blanket sanction against populations where Muslims live. “Jihad is not to be declared against fellow Muslims or an entire nation because of the actions of some individuals,” they said.

In such a scenario, the Khyber Pakhtunkhwa ulema also underlined the shared religious identity between Pakistan and Afghanistan and urged leaders and clerics on both sides to refrain from statements that could inflame tensions.

In addition, the religious leaders appealed directly to Maulana Naseem Haqqani to stop making divisive videos and to foster messages of unity rather than discord.
