FBR Chairman assures relief for small traders, vows no harassment over POS system

ISLAMABAD: The Chairman of the Federal Board of Revenue (FBR), Rashid Langrial, has assured the business community that traders who cannot afford the Point of Sale (POS) system will be given relief and that no trader will be harassed during tax enforcement measures.

In this regard, the delegation of the Central Organization of Traders Pakistan, led by its President Kashif Chaudhry, met Chairman FBR Rashid Langrial in Islamabad. 

The meeting was also attended by Member Inland Revenue Zubair Bilal and other senior officials. The traders’ delegation mentioned several issues faced by the business community, including alleged harassment by FBR officials and the difficulties small traders are facing due to the mandatory implementation of the POS system.

In this sense, Kashif Chaudhry informed the FBR chairman that despite reservations raised by traders, the POS system was initially implemented at local and international brands and chain stores. 

He said that while large brands and chain stores generally have computerized systems, backup power, trained staff and proper administrative structures, making it relatively easier for them to comply, even smaller businesses within these categories are facing operational challenges.

He added that the implementation of the POS system has significantly increased operating costs for small and medium-sized businesses. The traders are facing what they describe as excessive interference, fines and shop sealing, creating an atmosphere of fear and uncertainty in the markets.

Furthermore, the traders’ leader further stated that the FBR has now expanded enforcement beyond brands and chain stores to ordinary markets and small shops. He criticized the method of enforcement, saying that large convoys of vehicles and raids in markets give the impression of an operation against an enemy force. 

This approach, he said, has resulted in humiliation and mental distress for traders. He also alleged that notices are being issued arbitrarily, some traders are allegedly let off after reaching informal arrangements, while others face harassment, shop closures and penalties.

Meanwhile, Chairman FBR Rashid Langrial assured the delegation that the issues raised would be addressed on priority. 

He categorically stated that no trader would be harassed and that strict action would be taken against anyone found blackmailing traders. He focused on the fact that complaints of bribery and corruption would lead to the suspension of concerned FBR staff.

The FBR chairman also clarified that traders who are genuinely unable to bear the cost of installing the POS system will not be forced to do so.
