ISLAMABAD: Federal Law Minister Azam Nazir Tarrar, Information Minister Atta Tarar, and Minister of State for Interior Talal Chaudhry on Tuesday stressed that freedom of expression under the constitution carries legal limits, particularly when discussing Pakistan’s foreign policy.
Speaking at a joint press conference in Islamabad, the ministers said citizens must exercise responsibility while commenting on relations with friendly nations.
Law Minister Tarrar said caution is required when discussing ties with Gulf states given the current regional situation. He added that actions taken by the state under the law should not be considered excessive when individuals violate constitutional boundaries.
“Pakistan is actively engaged in resolving recent disputes. The Prime Minister is in contact with friendly countries. We are all bound by the constitution and must respect the law when discussing foreign policy,” Tarrar said.
He clarified that publishing news is acceptable, but negative commentary crossing red lines is not. Anyone, whether inside or outside the country, must respect Pakistan’s laws.
Information Minister Atta Tarar urged adherence to the Ministry of Foreign Affairs’ position. He warned that discussing foreign matters in vlogs or for sensationalism undermines Pakistan’s efforts to maintain balanced relations with brotherly Islamic countries.
The ministers’ remarks echo a statement made by DG ISPR two years ago, who stressed that freedom of expression cannot be used to attack Pakistan’s sovereignty, security, or defense. At the time, the DG ISPR also warned that the constitution does not allow propaganda against the state or the Armed Forces, and that public commentary should not harm national morality or public order.

The ministers emphasized that, given the region’s tense situation, careful and responsible reporting is essential to avoid misunderstandings and maintain national security.
