QUETTA: On the instructions of Chief Minister Balochistan, Mir Sarfraz Bugti, the Planning and Development Department will introduce a strict monitoring framework for all development schemes in the 2025–26 fiscal year.
This move aims to ensure effective oversight and timely execution of both ongoing and new projects across the province.
According to a press release, Additional Chief Secretary (Planning and Development) Zahid Saleem has issued directives to key officials, including the Chief Economist, Joint Chief Economist, Director General (Implementation, Planning), and all Divisional Directors of Development.
The directives stress the preparation of an annual monitoring schedule. This schedule will allow structured and timely checks on development schemes throughout the year.
The Monitoring and Evaluation (M&E) Wing will lead this effort, enhancing transparency and accountability in public projects.
As part of the new framework:
Each Divisional Director must conduct field visits for at least 25% of all schemes in their area.
The M&E Wing will independently evaluate 8% of the schemes in every division.
Monitoring will cover all sectors to ensure complete oversight.
Divisional Directors must also submit detailed inspection reports by the 5th of each month. These reports will include updates on both physical and financial progress. Officials will use this data to support evidence-based decisions in high-level review meetings.
At the end of each fiscal year, every division must submit a detailed annual report. This report will assess sector-wise performance and fund utilization.
To reinforce the process, monthly review meetings will take place. The Secretary of Implementation or the Director General of M&E will chair these sessions. Divisional Directors will present briefings based on their reports.
This initiative reflects the Balochistan government’s strong resolve to implement all development projects with transparency, efficiency, and timeliness, ensuring real benefits reach the public without delays.
