QUETTA – The Public Accounts Committee (PAC) of the Balochistan Assembly convened under the chairmanship of provincial lawmaker Asghar Tareen to examine the Energy Department’s expenditures and financial irregularities.
The committee reviewed the department’s 2021–22 accounts, noting that while Rs 10.4 billion had been allocated, only Rs 8 billion was spent and Rs 2.31 billion lapsed.
The PAC decided to write a formal letter to the Balochistan Chief Secretary and ruled that in future any secretary allowing more than five percent of a budget to lapse will face penalties.
The meeting was informed that the Energy Department had paid Rs 10 billion to K-Electric and Rs 30 billion to QESCO without verified meter readings, relying solely on estimated figures.

QESCO, meanwhile, collected Rs 9.89 billion in electricity duty but failed to remit Balochistan’s due share to the provincial government.
