Balochistan cabinet approves reforms for minorities, women, transgender rights

QUETTA: The Balochistan cabinet, led by Chief Minister Mir Sarfraz Bugti, on Friday approved a wide-ranging set of policies aimed at strengthening governance, protecting marginalized communities, and advancing sustainable development across the province.

Chairing the 19th cabinet meeting, Bugti described the measures as a guarantee of “public interest and sustainable development,” and reaffirmed his government’s commitment to reforms benefiting minorities, women, and the transgender community.

The cabinet approved the creation of a dedicated fund to improve facilities and provide equal opportunities for minority groups. It also imposed a province-wide ban on the publication of hate speech to curb divisive rhetoric.

In a landmark step, ministers endorsed Balochistan’s first policy for transgender individuals to secure rights and promote social and economic inclusion.

The Balochistan cabinet further cleared a plan to modernize air travel infrastructure and praised the Aviation Directorate for a rescue operation in Turbat that saved three lives through an emergency airlift to Karachi.

It designated Sakran and Karbala as new tehsils to expand access to services, and approved the construction of a modern healthcare facility to improve medical access in the region.

The cabinet reinstated the historical district names Khaliqabad and Shaheed Sikandarabad in line with a Supreme Court ruling. It also adopted new regulations for safe disposal of medical waste in hospitals and approved the “Hospital Waste Management Rules 2025.”

The cabinet backed provincial-level legal reforms proposed by MNAs Shazia Marri and Qadir Patel and ratified the Constitutional Amendment Bill 2024 introduced by MNA Riaz Fatyana.

The meeting endorsed the integration of Technical Education and Vocational Training Institutes under B-TEVTA to streamline skills training across the province.

The cabinet also approved the establishment of the Prince Fahd Hospital in Dalbandin to provide advanced healthcare services.
Bugti said the decisions reflect transparency, good governance, and inclusive progress. “Our government believes in moving forward with all segments of society and is taking practical steps to protect the rights of marginalized groups,” he said, adding that major projects in health, education, and infrastructure will deliver lasting benefits for the people of Balochistan.
