Major decision regarding the sale and purchase of files in private housing schemes

The Lahore Development Authority (LDA) has decided to abolish the buying and selling of files in private housing schemes within its jurisdiction.

The decision was made during a meeting chaired by LDA Director General Tahir Farooq, which was attended by representatives of various housing schemes.

During the session, participants discussed measures to modernize the property sector and ensure greater protection for investors and buyers.

The trading of property files in private housing schemes located within the limits of the LDA will be completely discontinued from July 1. Housing schemes have been directed to transfer their records to the Punjab Land Records Authority (PLRA) software system by June 30 to facilitate a smooth transition to the new digital framework.

The sale and purchase of plots will only be conducted through PLRA-issued Property Certificates. Officials believe that this move will help eliminate fraudulent practices associated with file trading and provide greater security and confidence to property buyers.

In this regard, DG LDA Tahir Farooq said that a comprehensive public awareness campaign would be launched to educate citizens about the new procedures and requirements.

He focused on that the initiative is aimed at promoting transparency, strengthening regulatory oversight, and simplifying property transactions for the public.

As part of the digital transformation process, private housing schemes will also be able to issue Green Certificates and property registrations through a dedicated digital portal.

The new Property Certificates will feature QR codes, enabling buyers and investors to access relevant information instantly with a single click.

The development comes amid broader efforts to modernize land and property management systems across Punjab. Authorities expect the digitized process to improve record management, reduce the risk of disputes, and enhance overall efficiency in the real estate sector.

In a related development, the Federal Constitutional Court recently lifted the restriction on the conversion of residential plots into commercial category plots, a decision that could have significant implications for the property market and urban development projects.

The LDA’s latest initiative is being viewed as an important reform aimed at creating a more transparent, secure, and technology-driven property sector while safeguarding the interests of citizens and investors alike.
