QUETTA: Balochistan Governor Jaffar Khan Mandokhail says real leadership creates leaders, not followers. Drawing on 35 years of political experience, he urged leaders to inspire people and turn vision into reality with public support.
He spoke at the FLAHEM 2025 Conference in Islamabad, organized by the Higher Education Commission (HEC). The event brought together vice-chancellors from 85 public universities, World Bank delegates, HEC officials, educationists, and development partners.
Governor Mandokhail raised serious concerns about the state of higher education. “We have over 20,000 PhDs trained in top global and local universities,” he said. “Despite this, our education system is not delivering. This failure demands urgent national attention.”
He called on university leaders to lead with purpose. “Use your skills and experience to reform public universities. Improve curricula. Build stronger institutions,” he stressed.
Reflecting on the theme, Leadership and Management Excellence, he called leadership a complex subject. “Is leadership about position or action?” he asked. “Should leaders hold degrees or knowledge? Are academic skills more important than administrative ability?” He welcomed debate on these questions but urged united action.
He defined leadership as the art of guiding people, building trust, encouraging teamwork, and achieving collective goals. He proposed that scholars, researchers, and policymakers draft a national strategy for all public universities. He also urged global institutions to support HEC’s mission.
Governor Mandokhail said stronger collaboration among universities would boost national unity and bring provinces closer.

He praised HEC for organizing the conference and thanked the Chairman for gathering national education leaders. He also applauded the National Academy of Higher Education (NAHE) and its managing director for their hard work and professionalism.
